Sure sounds like it from this interview with USA today: "My rule is no snacks, no sweets, no seconds."

I'm glad he's found a No S lifestyle to be useful but as a former evangelical I cringe at calling it the Daniel plan.

Daniel and his companions did not avoid eating meat because they wanted to lose weight or live a sensible lifestyle. Rather, they were avoiding the potential of eating meat sacrificed to idols and thereby inadvertent participation in pagan religion.
