as some kind system to actually interrupt surfing, game playing, etc on the computer? Something that actually interrupts the activity after an hour or so with a reminder something like 'you've been on the computer X number of minutes, perhaps you should take a break - or actually have a life' :) or some such thing.

Any ideas?

Net Nanny? I think it has some kind of timer function.

For web surfing, you can install the "Leechblock" extension if you use Firefox as your browser. It lets you set how long you're allowed to surf and allows you to specify allowed and non-allowed sites.
