I'm sure it is faster. I've been a computer technician for 10 years (just recently got out of the industry). I've seen plenty of low memory older computers load webpages painfully slow even with a very fast internet connection.

I've been on Rimuhosting since my original basement setup and they are fantastic (and headquartered in your part of the world, from what I understand). Not the cheapest option, but way less than what I pay the extortionist lawyers to cast their probably useless spells. And great uptime, performance, and responsiveness when occasionally I screw something up -- they reply to emails within minutes, not with an automated "we've received your email and..." but oftener than not with a fix.
