I think that's up to the person doing it.
For myself, if I don't happen to do any sort of working out on an S day, I don't sweat it. Practically speaking, I'm more likely to get out and walk on an S-day because I'll wanna go somewhere in town with the kids (we live near a library), or need to hike on over to the grocery store or local shop for an S-day treat.
I personally interpret Urban Ranger as more of a metaphor for getting out and walking as a more usual means of transportation than hopping in the car. IIRC Reinhard lives somewhere in or around Boston, so he lives near some great walking and public transportation and lives near some of the worst driving conditions in the US, so it's practical, sensible and actually a bit easier to walk than not.
http://www.walkscore.com/ lets you rate your neighborhood. Mine has a score of 68. It's okay.
